Introduction

One of the fundamental concerns of human resources managers is the recruitment of organizational staff. Incorrect selection in the recruitment process will cause significant damage; these damages are not only related to a set of financial and training costs, but one aspect of the damage also affects the job applicant and the organization, because an individual, as a result of incorrect selection in an organization, loses time that is impossible to recover for both themselves and the organization. A good recruitment program helps to attract qualified and job-appropriate individuals who are honest, upright, and competent, thereby greatly contributing to the increase of productivity and administrative health of the organization. After the Islamic Revolution in Iran, one of the institutions that has been responsible for part of the process of attracting committed and specialized personnel in ministries and government organizations is the Selection process. Just as assessments are made based on scientific, specialized, and general abilities, as well as the physical and psychological health of individuals, assessments should also be made based on values and cultural criteria. It is natural that every government and system, in accepting employees, based on its culture, economic structure, values, and needs, takes action to develop principles and criteria to be effective and more efficient in achieving its goals by attracting the most deserving individuals; therefore, the criteria for selecting human resources should also be determined based on the goals, culture, and values of that society. One of the most important criteria that is of great importance in the selection of human resources in any society and organization is the individuals' adherence to the principles and ideals of that country and the relevant organization. Therefore, in our country, adherence to the laws and the Islamic Republic system, as well as adherence to spiritual and Islamic values and the moral values of society, is effective in the selection of individuals. Also, alongside these criteria, the community is also of special importance. In addition, examining the background and performance of individuals, as well as their criminal records, for assigning responsibility in any field seems to be a rational and necessary action.
