Applicants for employment, whether permanent, non-permanent, or temporary (contractual, daily wage, service purchase, adjunct teaching, and similar titles), those obligated to serve, applicants for employment subject to labor law in all executive bodies, applicants for long-term scholarships within and outside the country, permanent foreign service officers, officers and transferees to bodies subject to the Selection Law in sensitive positions, accepted applicants in higher education centers affiliated with executive bodies, those accepted in teacher training centers and schools, those obligated to teach, and employees of service companies contracted with executive bodies for employment in administrative, expert, educational, and sensitive positions are all subject to the Selection Law.
All ministries (except the Ministry of Intelligence), organizations, governmental institutions and companies, municipalities of the country, banks of the country, Islamic Revolution institutions, governmental institutions and companies whose inclusion in the law requires mentioning their name, and companies whose entire or partial budget is provided from the public budget, etc., are subject to the Selection Law.
Furthermore, applicants for admission to universities and higher education institutions who are not scholarship recipients or not obligated to serve, and higher education centers not affiliated with bodies subject to the Selection Law, as well as judges and members of the academic staff of universities and higher education institutions, and personnel of the armed forces, including military and non-military personnel of the Army, the Islamic Revolutionary Guard Corps, and the Law Enforcement Force, are exempt from the Selection Law and are subject to their own regulations.
